The South Carolina Department of Education has set an ambitious target to have at least 75% of students testing at or above grade level by the year 2030. During a visit to J.C. Lynch Elementary School in Florence County, State Superintendent Ellen Weaver announced the new test scores and highlighted the ongoing efforts to improve academic performance statewide.

J.C. Lynch Elementary is one of the standout schools, having exceeded the 75% benchmark with an impressive 80.9% proficiency in math and 76% in reading. Overall, the state has seen a year-over-year increase in reading scores by six points, with nearly 60% of students reading at or above grade level. Math scores improved by more than one and a half points, although only 43.9% of students met proficiency standards in that area.

Weaver noted that the improvements in reading can be attributed to recent adjustments in instructional methods, emphasizing a structured, phonics-based approach. To further enhance math instruction across the state, the Palmetto Math Project is set to launch.

Comparative performance shows that elementary students outperformed middle school students, with scores typically declining as grade levels increase. For instance, in 2025, 22.2% of fifth graders did not meet math skill expectations, marking a slight increase from 2024. The SC READY exam, which assesses students in grades three through eight in reading, writing, and math, has been instrumental in identifying these trends.

State leaders have also observed that reading scores have rebounded from the pandemic’s adverse effects, currently surpassing pre-pandemic figures recorded in 2019. Notable achievements were particularly observed among students in poverty and those with disabilities, indicating a positive trajectory in addressing educational disparities.

Districts such as Charleston County and Richland County have posted strong results, exceeding the state average in both subjects. Meanwhile, a recent assessment showed that only 32% of eighth graders passed the math portion of the exam, underscoring the need for continuous improvement in math education.

Lynch Elementary, students demonstrated a remarkable 36% improvement in reading and a 22% improvement in math compared to the prior year. The SC READY test metrics have undergone adjustments, leading to new cut scores for proficiency that differ from those used in previous years. Notably, in Horry County, 64% of students scored at the highest reading level, again surpassing state averages.
